Process Overview

The path to become a licensed maritime pilot in Washington state is a multi-step process.

The first step is review the requirements.


If you meet all the requirements (or will by March 13, 2026) the next step is to submit an application and $400 fee.

The rest of the process looks like this:

2026 Application

  • Complete and submit your application
  • Applications are open November 13, 2025 through March 13, 2026
  • Pay $400 application fee
  • Ask questions - PilotageInfo@wsdot.wa.gov

BPC Review

  • BPC will review your information and follow-up with any questions
  • Qualified applicants will receive an invitation to take the Knowledge-Based Test (Written)
  • BPC will also send details on available resources and upcoming events to help you prepare

Prepare

  • Review available resources
  • Get familiar with resources and important dates
  • Visit pilotage.wa.gov for updates, resources, and more details

Exam

  • Pay $1,600 Exam Fee
  • Qualified applicants take the Written exam, administered remotely
  • The Written exam can be taken from anywhere with a reliable internet connection, camera, and distraction-free environment

Simulator

  • Applicants who successfully complete the written are invited to take the Simulator Evaluation
  • Pay $1,500 simulator fee
  • Results are Board-affirmed on May 21st and BPC staff will notify applicants

Score/Wait List

  • Scores are ranked and results are Board-affirmed on May 21st
  • Qualified candidates are listed for upcoming positions in the Pilot Training Program when a spot is available in the district chosen

Pilot Training Program

  • The training program consists of observation, training, and evaluation
  • It is structured to familiarize you with the different locations, piloting styles, and types of vessels of the area
  • Trainees receive a monthly stipend of $9,500 while in the program

WA State Licensure

  • Upon successful completion of the training program and receipt of required federal endorsements, the BPC will consider licensure
  • Initial pilot license is limited with yearly license level upgrades. 

Unlimited Licensure

  • After 5 years of license level upgrades, license restrictions will be removed
  • the BPC will issue an unlimited license
